I finally dug up the quote I remembered:

“We think our approach is quite generous,’’ said Jeff Foland, president of United’s Mileage Plus program. He cites the new partner benefit—something million-milers at American or Delta don’t get, for example. Million milers at American Airlines and Delta Air Lines also only receive lifetime silver status -– the lowest elite level in those programs for people who accumulate 25,000 miles annually, while United grants gold status -– second from the bottom tier requiring 50,000 annual miles.
What United promised as a lifetime benefit, Mr. Foland said, was 50,000-mile gold-level status in the program, not particular benefits given to gold-level members. Program rules allow those benefits to change.
