Be aware that some phones when connected to a computer will only charge off USB if the appropriate device drivers are installed. This is usually only older phones, but it's a good idea to make sure that whatever charging system you want to use works before going on a trip and needing it.
iPhones need the driver (installed with iTunes) to charge.

Your bios was set wrong on the motherboard. Most laptops come with a factory setting that leaves the usb unpowered when the power is turned off. You can set the usb ports individually to be power, unpowered when unplugged, etc.
As for just carrying the USB cord most airports now have charging stations that just have a USB connection, no plug required.
Not all laptops support this...I suspect it's either certain brands or price points. My cheapo HP certainly doesn't have it.
