Earlier this year I used a cert at Coconut Point and was pleased (but not blown away) with the suite. My current travels have me in Chicago at the Regency and cert here blocked me into the most entry level suite at the property - even though this property has 120 suites. Request for further upgrade was denied. Additionally, even at 25-30% capacity, the property doesn't upgrade me past a standard club room on regular stays.
I've been feeling out of touch with Hyatt for some time now but luckily my PL Rep is great and still tries to go the extra mile to make sure my stays are awesome. In fact, I received a hand-written note from her for the holidays which was very thoughtful.

Again this is limited to select properties. I really don't believe that when the good folks from Chicago set out to make this benefit a game changer
for the top tier their intention was to limit the use of Jr. suites nor deny upgrades based on availability now that a confirmable might be applied to bookings
