You might want to look more closely at the Value Hotel (this is based on me walking past when I used to live in that neighborhood). There's two, at different ends of Balestier Road. Value Hotel Balestier went up something like five years ago. This is close to Whampoa Market, considered to be one of the best hawker centers in Singapore. It's a ten minute bus ride to Orchard Road; the bus stops right in front.
Value Hotel Thomson is close to the corner of Balestier and Thomson Avenues. This one opened (if memory serves) last year, and is bigger than the other one. I'm not sure about this but I vaguely recall seeing tour buses parked outside (but don't quote me on this - using this observation as a indicator it most likely isn't a love hotel). It's going to be a ten minute walk from the Novena MRT station along Thomson Road; this station in two stops away from the Orchard Road shopping belt.
I live between the two of them and I would agree that these have the potential to be ok based on the looks from the outside and the restaurant they have at the one closer to Thompson. Haven't eaten there but it doesn't look like a restaurant that serves a short-time hotel.
