No fast track immigration that I've ever seen for non US citizens. It depends on the flight arrival time to be able to say whether the queues will be long as you need to see what other flights will be ahead of you in the queue having landed before you. Only ever flown into JFK once and the queue was short but no idea what flight that was or what time.
