Even if the hotels offer to bill you in your local currency, you still get dinged with it being a foreign transaction as it's being billed outside the country of where your bank is located, so it's always a bad deal when it's offered.
That is incorrect, or you have a very restrict credit card. You should only get a Foreign Transaction Fee when being billed in a currency that is not your native currency.
