Sorry to up an old thread but I've come across this same issue with a couple of recent and upcoming bookings.

What's really confusing is the ones displaying as 'Premium Economy' aren't usually the bottom price sale fares, I've done other domestic flights for cheaper that are eligible.

Anyone know where to check the fare bucket before booking?
