As much as one can critize over-use, it is established that this scheme is not for the customers, but is a way for PC to "punish" hotels selling rooms cheaper outside official channels.
Its not like there is quota of nights to distribute. If one person takes 100 nights, no problem (within t&c). Thats what PC is paying for.
