Because you are making a claim. They ask for ID to prevent fraud. They are not just going to hand out money or compensation just because someone asks for it without proof of who they are dealing with.
Whiskey Tango Foxtrot? Unless this a new procedure for a baggage claim issue, I have never been asked for ID to be sent in order to receive some compensation in either the form of an Air Canada cheque or other compensation.
To the posters who blame the OP for not knowing the ins and outs of who baggage compensation should work, cmon. While, yes, AC 6526 is not an AC-operated flight and the final responsibility for the claim should be with MEA as its their flight, I have had personal experience where the baggage handlers in YYC have sent a container of J baggage to either the wrong destination or not sent it at all. I think that is what the OP was trying to say is that the problem was that bags werent even loaded to LHR little own make the between LHR terminals run over to MEA to begin with. The problem was AC, period.
As far as BEY being a regular problem with baggage, I have only been thru BEY 4 times and with Star Alliance carriers and never had an issue whatsoever. ^
