I'm pretty sure these aircraft have 4 oxygen masks on each side in each row - so only 1 lap child per 3 seats. I wasn't aware of a restriction to one side of the aircraft.

I know there are restrictions like you mention on smaller aircraft like the CRJ-200 but not aware of this being the case on the 738.
