Tema - Aburi - Osu - Airport between 9am and 6pm is absolutely suicidal on a weekday. You will spend most of the day stuck in traffic.
Either go to Aburi (in which case you will be driving a long distance but against traffic most of the time) or go into Osu (which is shorter but with heavier traffic). It can easily take 2+ hours to get from Tema to Osu at 9am and over an hour from Osu to the airport at 6pm.
