What am I missing? I've called United and they agreed it didn't make sense to them either.

if space is available your CPU will be processed as early as T-48, but you are actually positioned on the waitlist sooner than that (behind all the GS/1K/PP/instruments/etc). you cannot view your position on the waitlist until you check-in at T-24 or later and a UA agent would not be able to view your position either before that time. the waitlist is also dynamic as others check in, your position will change.
IME as a gold, if I am not UG'd by T-23 hrs, I will not be ug'd until T-30 mins or less before the flight. i have never been upgraded less than 23hrs and more than 30mins before a departure, this seems like a venerable upgrade dead zone to me.
