That's not it. The CO staff historically have not paid much attention to status. Culturally, they have focused on how employees are the key, not customers.
Meanwhile, all staff are overwhelmed with the excessive work they have to do with the old computer system. Particularly the UA staff who have experienced better, more advanced technology, and are constantly having to spend several minutes performing tasks that used to take seconds. Status recognition is secondary in that kind of environment.
