Well there is a brand new immigration facility that opened up around July 2012. So hopefully this should not happen in the future. The queuing system is changed now. All have to go in the same line before being directed to a kiosk. Before you had to figure out which one of the several lines to join, the trick was always to go to the left where the lines are usually shorter due to the design of the room.
