I find it odd that they wouldn't have at least heard of this, even if they couldn't do it. In my experience with ICBC, any of the large branches that offer VIP/corporate banking services can handle this without issue. I've used the ICBC in Haidian near the intersection of the 4th Ring Road and Yiheyuan Lu several times.

What you're looking for is 外汇汇票 — if you were asking in English, then it doesn't surprise me as much that they didn't know what you wanted. ICBC has a page explaining the whole process on their website (Chinese only). If you print it out and take it along next time, it should help them figure out what you're looking for even if you can't explain well. The form itself is, as far as I recall, usually available in a bilingual Chinese/English version.
