There is NO NEED to call.

I've successfully done this within the past few weeks. One PNR, three PAX, two e-certs (but it could have been three).

The limitation is that you can only apply one e-cert per passenger. But they CAN all be on the same PNR. Book your res, go to the payment section and then select that you want to apply an e-cert. Enter the cert number and PIN code; you will then be asked which PAX you want to apply the cert to - pick one. After this is complete you will be able to follow the same procedure to apply a second (and then third) cert but you will only have the option to select a PAX that doesn't have a cert already applied to their ticket.
