Yes that is correct BUT there is a size limitation AND you must be able to lift the item into the overhead locker yourself - staff are not permitted to assist you.
In reality you would need to fill your regulation size hand luggage with extremely heavy items - to reach 23KGs - Gold Bars perhaps
As to seat reservation - no you will have to pay to reserve in advance otherwise seat allocation will be when you check in. That is unless you have some level of status in the BAEC - SIilver or Gold can reserve a seat for free as soon as they make a booking, Bronze members may do this 7 days before departure. All others either pay the seat allocation fee or wait until check in opens at 24 hours before departure.
