Actually, the PEK shuffle described above sounds like a PEK policy teething problem, not a UA problem. I suspect PVG had an easier time of switching over to the new policy since for a long time they've already had a dual-level TWOV policy of 24 hours standard, 48 hours for "the favored list." They only thing they had to adjust was the 48 hours to 72 hours, and amend the Favored List of countries.

Whereas PEK has only had a single 24-hour TWOV standard up until now. It surprises me that they haven't got the stamping thing figured out. Sounds like they are doing a three-version stamping:
--standard oval for regular visa visits
--standard oval + an extra long skinny stamp for TWOV = 72 hours. (I'm surprised they came up with this one).
--hexagonal special stamp for TWOV = 24 hours.

Hmm...seems that they are overly complicating this. Guess it would be too much pride involved for having PEK airport Immy officials consult with their counterparts at PVG to see how it's done. Hopefully they will get this straightened out and streamlined over the next few weeks. Seems to me that all TWOV'ers should get a hexagonal stamp, with "24" or "72" written or stamped next to it by any officer qualified to man the TWOV queue. How hard can this be?!
