Personally, I get a false-positive from the ATR maybe 20% of the time, and it's always been mid-thigh (bottom of the pocket) or knee. Which is another key point: if you opt out, the pat down is all-over. If you fail the ATR, the pat down is limited to a single spot on the body. I've never had a post-ATR resolution pat down that came near my genitalia.
