Just as an FYI, sometimes AAA or AARP are cheaper than Government rates so you may want to check them out when booking your rooms.
Can't answer the Citi Visa question as all my hotel stays go on my DL AMEX.
Very true. There have been times for me as well when the AAA rate has been cheaper than the gov't rate.
I've never had a problem with getting credit or perks on gov't rates. To Hilton, it's just another ate offered.

Hilton's actually pretty generous about using the gov't rate for leisure. In most cases, they never card me but at most, I've been asked for my gov't ID. With Hilton, it's generally been up to the property whether or not to allow the gov't rate for leisure use. Most rate rules say you need travel orders, a gov't CC, OR a gov't ID.
I don't have a gov't CC so I use my personal or corporate CC regardless. Never had any problem with the gov't rates even though I'm still subject to the JTR when traveling for work.
