Yes, but you are comparing an upgradeable economy fare with a true PE fare. If you click on the fare name on the pricing page, it will popup a window with the fare conditions including whether the fare is upgradeable.

QF does not do confirmed upgrades when booking, and upgrades are processed by QF status. Sounds like you are booking to LHR. Even if you are QF Platinum/Gold, your chances of having an upgrade clear I think are low.
