No secret, just my experience, mostly in Netherlands/Germany/France.
A quick search on Sixt.com shows an extra $65 for the one-way charge for the cities you mentioned. Not great but not ridiculous, and I'd imagine with some digging you can do better. Compare that to dropping off in a different country, which costs many hundreds extra.
