I think UKBA have other concerns like:
Inadequately Documented Arrivals (IDAs) from China claiming asylum.
The poor rate return of Chinese nationals to China because the government there wont accept them as their own or redocument them.
The DAT requirement is there for good reasons.
There is also, I believe, a very, very large number of illegal immigrants from China in the UK, making UKBA a lot more wary.
