Well, strictly speaking UKBA don't make policy, Parliament does, they are there to implement the UK policy.
However, as a government agency UKBA has a duty to take into account the commercial interests of the UK tax payers, individuals and businesses.
Whether or not they actually do is of course quite a different matter.
I think UKBA have other concerns like:
Inadequately Documented Arrivals (IDAs) from China claiming asylum.
The poor rate return of Chinese nationals to China because the government there wont accept them as their own or redocument them.
The DAT requirement is there for good reasons.
