I agree northern Vietnam is oppressively hot during the summer months, unbearable hot, think 40 c with high humidity. I would definitely go to Sapa to escape the heat and experience interesting tribal culture and mountain scenery. Tam Dao, Chua Huong and Ninh Binh are other possibilities.
