If the missing cap was on top of the wing I have never seen an airplane yet that this opening was not wide open into the fuel tank. In flihgt low pressure on top of the wing could be expected to pull fuel out of the tank. I would agree that this issue rated aborting the flight.
As JDiver noted, it depends on the fuel system design & the location of the missing cap. Some planes have check-valves to prevent siphoning, others don't.
I suspect that fuel caps would be listed on the MEL as "required" pretty much regardless.
The correct call was to return to the gate.
