There should be absolutely no sense of expectation of an op-up .... ever ! If it happens, it will happen, and it will be nothing to do with anything under your control, it is, afterall, an operational upgrade, handed out for operational reasons !
If you want to fly in a higher cabin, pay for it. Otherwise, expect to travel in the cabin you paid for, and plan and OLCI accordingly.... otherwise you might find yourself stuck at the back near the toilets !
I don't think the O/P had a sense of expectation. It is a known phenomenon and understandable fascination, and so I don't think it's unfair to ask about the context of op-ups.
And if they are being doled out, how might he be higher on the list? Things like check-in and ordering special meals may affect this, so it's a fair question.
Jumping on him for merely asking about it is on par in this forum with "if you don't like it, hire a private jet" for usefulness.
