Best to OLCI regardless of status or not, this way BA knows you're definitely on the flight and gives the mysterious backroom people a chance to move people around, if necessary. It is not a 100% guarantee that you will be op-upped, if at all.

Last couple of LHR-SYD returns in Y, I've not been op-upped despite oversold cabin, gold status and OLCI.

Can't answer your second post as I've not had that experience.
