I can only think of two Canadian Constellation operators - those being TCA and Nordair. There are probably more, but since so far as I know TCA didn't fly up to Canada's northern arctic communities, I'm gonna have to go with Nordair. To be honest, I think of Resolute as PWA country and if Nordair ever flew there, I'm unaware of it but what the heck - I've been wrong before and have still lived to stumble through to another day, so Nordair it is. That's my final answer.
