How is this correct? Delta will be happy to sell you an F or Y fare and offer someone a $400 voucher if they're oversold.

If you CAN'T buy a revenue seat this to me would be a better indicator that the flight is oversold and they don't want to oversell it anymore.

There is no perfect answer outside of having a source in the airline really.
