Not correct.

You are eligible for upgrades as long as your are Silver or Gold. What GDS used to book and how far ahead of travel drive which upgrade process will be used. Agencies using sabre are straightforward and need to be queued, others such as Apollo, Amadeus and etc have to call to have you listed.
