Is there any rules concerning minimum time for connecting flight on a One World Explorer Ticket?

I asked for a 1 hour connection in Madrid and have been told that the minimum time is 1:30. It was between a international flight and a "intra-Schengen" flight, so 2 different terminals (and it takes very long to go from one to the other".

My question is: is there a 90 hour rule for every airport or is it flexible? I would like to do a 1 hour connexion between 2 international flights in Sydney.

Another question: how does it work in that was with airport taxes? Will I pay them anyway or only if I spend more than 24 hours on ground?
