I don't think there's a firm answer to this, it's a 'most likely OK but don't count on it' (though no doubt someone will remind me the absolute answer is "23Kg - as stated on your ticket" & they'd be correct!).

I suspect it will depend on the check-in staff on the day; 9 times out of 10 they won't even raise an eyebrow & send your luggage through with a smile . The 10th time it'll be pointed out & you'll have a choice of pay up or repack. FWIW, I've been through LHR with QR on many occasions (HKG twice) with luggage a couple of kilos over & never had a problem...
