I guess technically one could get a card and max it with refundable first class ticket purchases to get the extra airline bonus. Pay off the minimum payment the first month and transfer all points then cancel the card.
Citibank was caught hiring goondas to go after people with pending card balances some years ago - they now do it slightly more politely, but when push comes to shove, I don't think that any Indian police department would be able to proactively defend you - in fact, it could be the reverse!
(they might be offered a cut!)
