It wasn't just the reward points, but even the transactions themselves that didn't post for nearly 10 days (though the available credit continued to diminish).

Then, on the 2nd, I had a deluge of transactions show up on my account.

Now, it turns out I may have to cancel the Cathay ticket (that I had charged in late December) after all. Which made me wonder what Citi would do if I had transferred the nearly 20,000 points earned from that purchase to BA and then got a refund later?

That's probably true.

But they can absorb the fees if they want - the RBI won't care about the source of the fees so long as they're paid. Kind of like the petrol charges (though I'm not sure which body imposed those to start with).

Not likely though AmEx or any bank will likely do such a thing for an extended period of time.
