It does make more sense for the Elite Plus members, but not the Elite members. 10kg extra bag is not that big of a deal, and could be the weight of some carry-on baggage. What confused me even more was:
For Elite members on Korean Air, the weight limit of Free Baggage Allowance is increased from 23kg to 32kg for Economy class, excluding travel from/to the Americas.
To me this means the weight allowance is increased 9kg instead of the normal 10kg for Elites.
