One thing that comes to mind is that the US gov't may consider the IB fuel surcharge as "fare" since it's not a gov't imposed fee. So, this may make the entire itinerary a paid ticket instead of an award ticket as far as taxes go, and might trigger additional taxes that are waived for award travel.
If you price any of the itineraries on Matrix, it shows the Arrival and Departure Taxes. That's where I'm getting it from.

I booked ORD - AMM - DEL on RJ a few months ago and paid < $25 in taxes - those didn't seem to include any of these but as you state, it may be that the YQ makes it count as a paid fare and therefore triggers all sorts of other taxes.
