The change fee and cancellation penalty information does not require some arcane knowledge of the fare rules, just to read the fairly clearly written information on the initial fare page that says what the cancellation / change rules are and also , ime, offers an "upgrade" cost to get more flexibility
That people should read terms and conditions that they are entering in to is indeed something that should be done and I have read BA's ( and other airlines' ) T&Cs, though , tbh, do not tend to check it each time so hardly needed it posted in reply
There are things occur unexpectedly, though by virtue of being an event that can happen can be predicted as being a possibility. For some unexpected occurrences, there is insurance that can help protect against these events.
