Have you read them?
The EU regs on cancellation and downgrades are very short and clear by comparison to BA's Ts&C's and even I have read them in a few minutes and understand them. They are incomplete - but very clear as far as they go.
There are numerous posts on here which seem to indicate that many people have problems interpreting the EU Regs.......we can't all be numpties.....can we?
