I think technically all rooms there are "City view" because the hotel is right in the middle of the city, so you see that from every room no matter what direction it faces, and due to that all rooms are designated as such. Due to that I assume you are out of luck in terms of compensation, which would be up to your negotiation anyhow since the view is not part of any Elite guarantee...
