It's not normally a listed requirement, although this can vary depending upon your nationality and the type of visa.

However, at the end of the day they can ask for anything that they need in order to determine that you're going to meet the requirements of your visa - which includes departure from the country before it expires. If you arrive with a one-way ticket, no credit cards and $500 cash on a tourist visa, then they are almost certainly going to refuse entry.
