I don't think the visibility of your closed acct online has anything to do with if u can apply for a new card. I haven't investigated citi online yet. However, on chase, you can go into account management and just choose not to show the closed acct online.
I closed my AA Citi card in July and it's still showing up in my account online (but it does state account closed). In a few months I'll have hit the 1.5 year mark and I'm planning getting some more AA cards.
This is not to mention how buggy the Citi website has been, especially in the last few weeks.
