This makes sense, but, as you said, at some point the distinction becomes blurry, and this was one of those cases. I think when that happens the right thing is to stop blaming the weather, as AC did at some point during the flight. But, as KenHamer said, it is troublesome that all the decision power seems to rest with the airline and the airline alone.
