I find it hard to believe that customs & immigration wouldn't come to the party. After all they provide a service for which a PAX pays for. I would have thought it would have just been a matter of declaring the terminal as international. In the same way when airlines have flown in to CBR and HBA customs & immigration have had to provide a service to those ports.
