Has anyone created a tool that will search for the cheapest flight from any given city on any given date or date range?

For example: I live in SF and need 2200 miles before 12/31 to maintain 1K status.

I don't care where I fly and I'm not looking for the most miles per dollar. I don't want to go anywhere and it doesn't matter where I fly to I just want to find the cheapest (and least painful) way to get 2200 miles and get back home on the same day.

All of the tools that search for cheap fares require a destination. Wouldn't it make sense to devise an app where you enter the departure city and the miles needed and it searches all possible destinations within a mileage range?
