Take it from me, someone that does business with Chinese gov't (all levels) for the last decade, there is no such thing as "better mutual relationship" with them, there's only "what can you do for me lately" mentality. If you have something to offer, they will bend backward for you, but as soon as they can replace you, they won't blink twice and toss you away like a used toilet paper.
