I don't know that there are any true luxury hotels in Bogota. That being said, we stayed at the Casa Medina in June and enjoyed it.
Service - even with my speaking Spanish - was pleasant enough, though certainly far from polished; it's not the Four Seasons or Aman.
The hard product is nice, the property has a lot of charm - it's a renovated mansion - and we enjoyed our Grand Suite.
I'd say it's 4, maybe 4.25 hard product, and a solid 3.5 soft.
