I've seen this a few times at IAD... one of the clubs (C7?) stays open when int'l flights are delayed (they close the others and direct people to the open one).

I wrote UA once to compliment them on this apparent policy. After about a week they apologized for the delay and my inconvenience and gave me a $150 voucher for a future flight. I should compliment them more often.
