In PMCO BF seats (typically ex-EWR or ex-IAH), they are over your shoulder (near the reading light) on the left or right side, depending on which seat you're in.

Sometimes they don't work when trying to power a laptop, but they'll usually work if you remove the battery (just save your work often in case you accidently pull the plug).
