Basically nothing happened, they try to honor the original upgrades, if availability allows them to do so....
The IC is nothing to write home about, especially in a comparison against the GH, but in general, there are enough good and also cheap hotels in Berlin, so avoiding the GH is not a problem, it is not like Mainz, where the alternatives are very very limited...
